EXPERIENCE
1986-Present, W.H. TONKING & ASSOCIATES, Houston, Texas, International consultants to petroleum, mining, banking, and engineering-construction industries involving exploration, development, evaluation and reserve analysis, negotiation and management.

1990-1994, TEXAS STAR RESOURCES CORPORATION, Houston, Texas, President and Chief Executive Officer. Organized and directed a diversified international mineral exploration company activities in North and South America. In 1992, initiated and acquired large land positions in excess of two million acres in Arkansas, Northwest Territories, Canada, and Archangel, Russia, for diamond exploration. Negotiated and built a state-of-the-art diamond recovery plant in southwest Arkansas. Arranged for company stock to be listed on the Toronto Stock Exchange and the NASDAQ

1981-1986, GCO MINERALS COMPANY, Houston, Texas, (Successor to General Crude Oil company; Subsidiary of International Paper Co.). Executive Vice President and Director Responsible for the operations of a diversified minerals business which managed International paper 5.5 million acres of mineral rights, operated a contract oil and gas drilling business and conducted various agricultural activities. Functioned as chief operating officer in initiating and structuring all types of joint venture agreements with third party operators and non-operators on IP and other lands for oil and gas as well as deposits of other minerals ranging from asbestos to zinc. Planned for and secured external financing to assure that discoveries were put into production in a timely and economic manner. Formulated policy concerning mineral priorities, joint venture participants, in-place sale of reserves and negotiating posture. Negotiated joint venture agreements with third parties worth over $130,000,000 to GCO. Increased working interest oil and gas reserves from 29,000 BOE to 1,475,000 BOE from 157 gross wells while producing 267,000 BOE in 3 years. Increased mineral annual royalty income from about $2 million to over $4.5 million.

1979-1981, KEPLINGER AND ASSOCIATES, INC., Houston, Texas, Executive Vice President and Executive Committee Member. General management of a large international energy consulting firm. Initiated and directed the oil and gas, alternate energy, mineral and environmental exploration and evaluation programs, both domestic and foreign. Responsible officer for the administration of government contracts awarded to Keplinger National subsidiary. Organized and chaired an International Energy Symposium in Hong Kong in 1980. Structured and negotiated joint venture between Keplinger and Associates and the Hong Kong investment banking firm of Sun Hung Kai to bid on exploration tracts in the South China Sea. Conferred with officials of Peoples Republic of China and submitted proposal for Keplinger to become advisor to and manager for all offshore related oil and gas exploration and development.

1962-1979, BROWN & ROOT, INC., Houston, Texas, (Subsidiary of Halliburton Company) Senior Manager, Mining and Geology (4 years). Responsible for the planning and execution of domestic and international field exploration programs for a large variety of minerals. Responsible for detailed mine planning and transportation, storage and loading facility design. Served as Chief Geologist for the Halliburton Company. Negotiated a contract with the Peoples Republic of China to engineer and supervise the construction of a 2 million tons per year phosphate mine and process facility in south Central China. Manager, Special Projects (8 years): Reported to the president on special assignments with particular emphasis on the petroleum and mining industry. Management and technical advisor to Nicaraguan government concerning development of the country geothermal resources. Negotiated offshore oil and gas concessions from Moroccan government for a U.S. based client. Negotiated the first North Sea gas pipeline from Lemans field to British east coast with British Petroleum. Deputy Project Manager and Technical Director, Project Mohole (5 1/2 years). On loan to Brown & Root Northrop in 1967 as Manager of the Lunar Receiving Laboratory at the Manned Spacecraft Center in Houston, Texas. Organized and initiated technical and administrative procedures and hired senior scientific staff for this laboratory. Built a Mohole staff of about 150 experienced professionals and served as principle witness at congressional hearings. Negotiated in excess of 100 subcontracts with major U.S. firms for sophisticated systems, engineering design and construction for major Mohole components.
